Boy Scouts of Major Disaster Policy In
view of recent events, this Major Disaster Policy has been developed
for the South Florida Council, Boy Scouts of America. In the event of a
National or Local Disaster, a control center will be activated to serve as a
communication center for information and for directing recovery
activities. One individual, designated by the Scout Executive, will be
in charge of operations at the command headquarters. Each
unit should design and maintain an emergency phone list of all adult leaders
as well as family contact numbers. This list should be taken on all campouts
and excursions and include telephone numbers for work, family home and
cellular phones. Units should have a Trip Kit which, at a minimum include an
AM /FM radio and batteries, cellular phone with spare batteries, mobile
kit/portable charger and emergency phone list. On all campouts and excursions
an emergency first aid kit, other tools and materials needed for emergency
situations should be available. If
adult leaders with youth members are camping in Council's camps or visiting
local sites or events, it will be the responsibility of the in-charge adult
leader of the group to make the decision to continue the event or return to
an agreed upon location for distribution of youth and adults to parents,
guardians and spouses. Leaders should note that a list of authorized adults
to redeem youth members should be maintained as part of each unit's Trip Kit
at each campout or excursion. The
leadership of the council has the option of closing council properties in the
event of a disaster. If this occurs units should go to the unit agreed
upon drop off location for distribution of youth and adults to parents,
guardians and spouses. If
adult leaders with youth members are camping outside of the Council's camps
or visiting other than local sites or events, it is the responsibility of the
in-charge adult leader of the group to make the decision to return to a local
agreed upon location or stay in the area and go to the local police station
or command center. The adult in-charge leader must see that a designated
contact or alternate of the unit is notified immediately. The unit's home
contact should be prepared to call other members of the unit with information
pertinent to the situation. At all campouts and excursions with youth members
there must be an adult leader with a cellular phone and mobile/ portable
charger, AM/FM radio and the unit's emergency phone list. Contact
should also be made to the South Florida Council at (305) 364-0020

a medical emergency occurs, the group should, if practicable, remain as a
unit and proceed to the nearest medical or police emergency facility.
Contact should be made from the emergency facility to the designated or
alternate contact person who will in turn call the family members and the
South Florida Council. Scout
